Got it all buttoned up after a valve clearance check. #5 intake and #5 exhaust were both a slight bit loose, but since almost every other valve was at the lower end of spec, I decided to leave the cams alone for now. New head cover gasket, o-rings, plugs and plug well gaskets, and cleaned out the airbox and throttle bodies.

My question is this: On the rubber head cover (shroud) on the very front, does the flap go down over the front of the cover or up and captive with the flat shroud?

Once I figure this out, I can bolt up the radiator and gas tank and fire it up to synch the throttles.
